EU summit draft omits gradual integration perks for Moldova

Moldova will officially open its first European Union negotiation cluster on June 15, 2026. However, a leaked draft of the European Council's final conclusions reveals that member states will not offer Chișinău a specific accession calendar or target date.
The document, obtained by Teleradio Moldova ahead of the June 18-19 summit in Brussels, underscores a cautious stance among EU leaders. While politically supportive, the 27-member bloc carefully avoids any concrete structural or temporal commitments.
Structural asymmetries in Brussels
The draft exposes a significant gap in geopolitical weight. While Moldova's progress is summarized in a single paragraph, Ukraine commands five pages of the 20-page document, which also covers the Western Balkans and the Middle East.
The European Council welcomes the simultaneous opening of the Fundamentals cluster for both nations. Yet, it explicitly ties all future progress to a strict "merit-based approach," effectively eliminating any hopes for a fast-track political bypass.
No gradual integration for Chișinău
The text delivers a strategic chill to Chișinău's broader integration goals. Despite recent Franco-German proposals advocating for phased entry, the draft omits any mention of gradual integration for Moldova.
The document contains no references to early single market access or premature inclusion in specific European policy frameworks. Conversely, the Western Balkans chapter explicitly retains the "gradual and reversible integration" terminology.
The upcoming EU-Moldova Summit on June 22, 2026, will provide a platform for dialogue, but the draft conclusions signal that the institutional threshold for membership remains unchanged. For both Chișinău and Kyiv, the European door remains open, but the entry requirements remain strictly conditional.
