EU to open all negotiation clusters with Moldova by July

Moldova advanced its European integration framework on Monday, June 15, as Prime Minister Alexandru Munteanu attended the official opening of EU accession negotiations in Luxembourg.

The landmark session focuses on Cluster 1, which covers fundamental values. This step follows the formal decision by all 27 EU member states to initiate the detailed chapter negotiations.

Institutional progress acknowledged

The opening of negotiations reflects structural reforms and modernized public institutions, Prime Minister Munteanu stated ahead of the second Intergovernmental Conference.

The Prime Minister emphasized that profound structural transformation requires sustained institutional effort, bold decisions, and continuous perseverance rather than swift, overnight shifts.

Deputy Prime Minister for European Integration, Cristina Gherasimov, described the event as a long-awaited milestone for the country and its citizens.

Defining negotiation positions

The Moldovan delegation will receive the common negotiating position of the EU member states, which was recently approved in Brussels.

Following this procedure, Moldova will present its official stance on the critical chapters included in Cluster 1, which details fundamental rights and values.

A joint press conference will follow the ministerial meeting. Prime Minister Munteanu will deliver statements alongside Cyprus’s Deputy Minister for European Affairs, Marilena Raouna, and EU Commissioner for Enlargement, Marta Kos.

Ambitious timeline for accession

The EU accession framework is structured into 33 chapters, organized into six thematic clusters.

The Fundamental Values group remains the first to open and the final to close in any European Union accession process.

The European Union aims to open all six negotiation clusters with both Moldova and Ukraine before the summer recess in July, according to EU Commissioner Marta Kos.
