APP investigates Dumitru Vangheli’s appointment as MoldATSA head

The Public Property Agency (APP) has suspended Dumitru Vangheli, the director of State Enterprise "MoldATSA," from his position and initiated an investigation into the legality of the competition procedure for filling the role.
Dumitru Vangheli was appointed as the director of "MoldATSA" following a competition organized by the Public Property Agency (APP) in 2025. However, an investigation by Ziarul de Garda revealed that Vangheli had included false information in his CV.
In response to publicly circulating information regarding the authenticity of the documents submitted in the competition file, as well as other aspects of Vangheli's managerial activities, the APP announced it has taken action.
"By the founder's Decision no. 26 of June 18, 2026, the APP established an Investigation Commission that will conduct an objective and comprehensive examination of the circumstances publicly exposed. The Commission will request and analyze the necessary documents, hear the involved parties, and present a report with conclusions and proposals to the founder within 30 days," the institution stated.
During the investigation, Dumitru Vangheli has been suspended from his position pending the Commission's conclusions and the founder's final decision.
In the meantime, the current management responsibilities are being handled by Vitalie-Silviu Midrigan, the company's deputy director.
The investigation indicates that Dumitru Vangheli allegedly provided false information in the CV he submitted for the 2025 APP competition. He claimed to have obtained his pilot's license at a private academy in Canada and stated that he worked for two years as a pilot at Air Canada—information that does not align with reality, according to responses from the airline provided to journalists.
Additionally, the investigation suggests that since taking over the interim director position in August 2024, Vangheli has allegedly made several internal hires and promotions, including appointing individuals close to him, as well as significant salary increases and performance bonuses for managers within the company.

The APP has ordered a verification of all relevant circumstances. Meanwhile, the Government announced the appointment of former Prime Minister Dorin Recean to the Board of Directors of the State Enterprise "MoldATSA" on June 15. The institution clarified that this appointment complied with its administrative procedures and that Dorin Recean will not receive any remuneration for his role.
Currently, Dorin Recean serves as a special envoy for development and resilience, a position he was appointed to by President Maia Sandu. Additionally, he is a member of the Board of Directors of the Moldova International Stock Exchange. In February 2026, Recean was also appointed to the Council for Strategic Institutional Development at the Technical University of Moldova.
