President Sandu secures new EU security package in Brussels

One week after officially opening its first accession negotiations cluster, Moldova consolidated its European integration path during the second EU-Moldova summit in Brussels. European Council President António Costa and European Commission President Ursula von der Leyen hosted the high-level meeting.

President Maia Sandu affirmed Chisinau's absolute determination to capitalize on this strategic window of opportunity. The EU leadership adopted a joint 20-point declaration, reaffirming that Moldova's future lies within the Union. The document also unveiled new security and defense assistance frameworks designed to counter unprecedented external hybrid pressures.

The strategic advantage of meritocracy

Romanian political analyst Cristian Pîrvulescu emphasizes that the EU's current enlargement strategy prioritizes states facing frontline geopolitical friction. Evaluating candidates strictly on merit provides Chisinau with a distinct operational advantage over other applicants.

Unlike Ukraine, Moldova does not face direct military aggression, allowing its technical teams to focus entirely on aligning administrative frameworks. Pîrvulescu notes that accession is now a matter of tempo rather than possibility. European institutions expect Moldova to expedite operations and potentially close the first negotiation cluster within the year.

Justice reform remains the ultimate structural test

Despite pervasive diplomatic optimism in both Brussels and Chisinau, institutional transformation faces significant domestic hurdles. The newly opened cluster heavily targets rule of law mechanisms and anti-corruption frameworks.

Historical precedents in Central and Eastern Europe demonstrate that sustainable judicial reform is exceptionally difficult to secure. Pîrvulescu warns that achieving written benchmarks is merely an initial step, while practical, resilient implementation remains the true challenge. However, the ongoing war in Ukraine has forced the EU to recognize the geostrategic necessity of securing Moldova against Russian hybrid expansion.
