CEIISS rejects Fly One investments; flights unaffected for now

The Council for the Examination of Investments of Importance for State Security (CEIISS) rejects the investments made by the company Fly One and orders the application of the change-of-control clause within 90 days. At this stage, the continuity of the services provided by the company is not affected.
The decision was adopted following a verification process that lasted approximately 11 months. During this time, the authorities examined how the company operated within a sector that relies on critical state infrastructure.
Representatives of the Council stated that they repeatedly requested information and documents regarding the investment structure, beneficial owners, and financial transactions between Fly One Moldova and its affiliated company, Fly One Armenia, during this examination.
“According to the Council’s conclusions, some of the requested information was not provided in full,” notes the CEIISS press release.
The institution further indicates that the investigation considered information about potential links between individuals associated with the targeted companies and persons subject to international sanctions. These factors were taken into account when the decision was made.
The Council emphasizes that the measure is intended to protect the state's security interests and ensure compliance with legislation governing investments in sensitive sectors. They stress that the decision does not currently impact the airline's ongoing operations.
“The Council specifies that it has not ordered the suspension of the company’s activities or the withdrawal of any permits. Fly One continues to operate scheduled flights and meet its obligations to passengers, partners, and other stakeholders,” the institution reports.
As a result, there are no immediate changes for passengers or the company's commercial partners, and flights will continue as scheduled. According to CEIISS, the decision pertains solely to investment control and does not, at this stage, disrupt the continuity of the company's services.
Representatives of Fly One Moldova have not responded to Teleradio-Moldova's requests for comments on the CEIISS decision.
