Moldova updates towing policy: Focus on public safety over removal

Since October 2025, Moldovan legislation has strictly limited the conditions under which vehicles can be towed for illegal parking. Authorities can no longer remove vehicles arbitrarily; towing is now reserved for cases involving public safety.

When towing is permitted

Vehicles may only be towed if they obstruct access roads, block pedestrian crossings, impede emergency vehicles, or violate access for persons with disabilities. In all other cases of illegal parking, drivers face fines rather than the removal of their vehicle.

Driver rights and procedures

If a driver returns to their vehicle before it has been towed, police must allow them to relocate it. If the owner is unavailable, another authorized person with a valid driver’s license may also move the vehicle.

While towing is restricted, fines still apply. Challenging these fines in court involves a fee of approx. 12.75 EUR. Legal experts note that the costs associated with litigation often exceed the value of the fine itself, making compliance the most practical approach for drivers.
