Tofan Cabinet: New faces and returning ministers
Prime Minister-designate Vasile Tofan is set to present the composition of the new Cabinet of Ministers and the government program to Parliament on Tuesday, July 21, in order to secure a vote of confidence. The Tofan Government mostly retains the ministers from Prime Minister Alexandru Munteanu's team, many of whom have been part of the Executive since January 2023, when the government led by Dorin Recean was inaugurated. According to Parliament Speaker Igor Grosu, the new Prime Minister will need to make "very tough decisions" regarding salaries in state-owned enterprises, attract investments, and complete the opening of all negotiation clusters with the EU by the end of this year.
Vasile Tofan — Prime Minister
Vasile Tofan, 44, is a businessman with over 15 years of investment experience. He studied at Harvard Business School and worked at Horizon Capital, one of the largest investment funds in Central and Eastern Europe. He is known to the general public for his involvement with Winery Purcari, Glass Container Group, and Maib, the largest bank in the Republic of Moldova, on whose Board of Directors he has served since 2018. In 2025, he was among the initiators of the “Europe 2028” platform, launched by entrepreneurs and economists to support Moldova’s accession to the EU.
Vasile Tofan has not yet submitted his asset declaration for the position of Prime Minister. According to data published by RISE Moldova from 2020 to 2025, for the position of member of the Board of Directors of Maib, Tofan received an annual remuneration of approximately 960 thousand lei, equivalent to approximately 80 thousand lei per month.
In terms of property, Vasile Tofan owns a 141-square-meter house and a 4.5-acre plot of land in a townhouse complex on the outskirts of Chisinau, valued at approximately 2.15 million lei. Together with his wife, he also owns a house and a 30-acre plot of land in the village of Purcari, Ștefan Vodă district.
Victoria Belous — Minister of Finance
Victoria Belous has returned to the Ministry of Finance, an institution she previously led during the Dorin Recean Government from 2024 to 2025. After the parliamentary elections in October 2025, she became a deputy and was elected chairwoman of Parliament's Economy, Budget, and Finance Committee. Before her government work, Belous held several positions within the State Fiscal Service from 2007 to 2024, including that of deputy director.
For 2025, Victoria Belous has declared an income of 519,000 lei from her role at the Ministry of Finance and 76,000 lei from the Parliament of the Republic of Moldova. She has also earned income from royalties, per diems, and travel reimbursements.
Belous owns several properties, including a 258 square meter commercial/production space valued at 604,000 lei and a residential house worth 2.1 million lei. Additionally, her declaration lists another immovable property built in 2022, valued at 20,000 lei, as well as a building with combined functions, measuring 767 square meters, which was put into operation in 2025 and is valued at 7.2 million lei. Belous also reports owning two cars with a total value exceeding 600,000 lei.
Radu Musteață — Minister of Agriculture and Food Industry
Radu Musteață is a new member of the Tofan Government and has served as head of the National Food Safety Agency (ANSA) since October 2021. Prior to this role, he held various positions within ANSA and also led the Republican Center for Veterinary Diagnostics.
For the year 2025, Radu Musteață has declared a total income of approximately 852,000 lei. This includes 491,000 lei from his salary at the National Food Safety Agency, 15,000 lei from interest, around 33,000 lei in allowances from Romania, and approximately 313,000 lei in child-rearing allowances. He also reports ownership of 0.48 hectares of agricultural land, a 76.6-square-meter apartment valued at about 569,000 lei, and a car estimated at 300,000 lei.
Alexandru Gasnaș — Minister of Health
Alexandru Gasnaș is another new proposal in the Tofan Cabinet. A neurologist and academic at the “Nicolae Testemitanu” State University of Medicine and Pharmacy, he was a state secretary at the Ministry of Health and a health advisor in the Cabinet of Prime Minister Dorin Recean. He also headed the Department of Neurology, Internal Diseases and Epileptology within the Institute of Emergency Medicine.
According to the wealth declaration for 2025, Alexandru Gasnaș collected income of over 620 thousand lei: 465,612 lei from the State Chancellery, 34,146 lei from the Office of the President of the Republic of Moldova, 110,875 lei from the “Nicolae Testemitanu” State University of Medicine and Pharmacy and 10,561 lei from bank interest.
In terms of assets, Gasnaș declares a 65.3-square-meter apartment, received as a donation in 2020 and valued at 457,300 lei. He has savings of approximately 624 thousand lei, 7,800 euros and 1,990 Romanian lei in bank accounts.
Dan Suruceanu — Minister of Culture
Dan Suruceanu is also a new name in the Executive. He worked as director of the "Chisinau Arena" complex, contributing to the operational development of the arena as a center for sports competitions, concerts and other events. Recently, the performer Ion Suruceanu confirmed that Dan Suruceanu is his nephew. The artist also expressed his support for the designated Minister of Culture.
Dan Suruceanu declares income for 2025 of 496 thousand lei from the position of director of the National Arena and salary income from other activities. His wife obtained income from salaries, dividends, and royalties totalling over 330 thousand lei. Suruceanu indicates agricultural land measuring 0.0576 hectares and an apartment measuring 60.9 square meters, received by donation, valued at 105 thousand lei. The designated minister also declares a car worth 20 thousand lei.
Vladislav Cojuhari — Minister of Justice
Vladislav Cojuhari retains his position as Minister of Justice in the Tofan Government. He was appointed to this position in November 2025. He holds a law degree from the "Ștefan cel Mare" Academy of the Ministry of Interior and has studied at the National Research School in Brussels and the Academy of Investigations in Quantico, USA. Previously, he was Secretary General of the Ministry of Interior in the Recean Government.
Vladislav Cojuhari declares a 2025 cumulative salary income of approximately 900 thousand lei from positions held at the Ministry of Justice, the Ministry of Interior Security Services, the "Ștefan cel Mare" Academy, and the Ministry of Internal Affairs. His wife indicates income of approximately 270 thousand lei from the General Inspectorate of Police. The minister declares a 61-square-meter apartment, valued at approximately 588 thousand lei, and a car purchased in 2023.
Valeriu Chiveri — Deputy Prime Minister for Reintegration
Valeriu Chiveri continues to serve as the Deputy Prime Minister for Reintegration in the Tofan Government. He is a career diplomat who previously held the position of Ambassador of the Republic of Moldova to Ukraine, with additional accreditation for Armenia, Uzbekistan, and Turkmenistan. From 2013 to 2015, he served as the Deputy Minister of Foreign Affairs.
For the year 2025, Valeriu Chiveri has declared an income of approximately 1.14 million lei, which includes 1.1 million lei from the Embassy of the Republic of Moldova in Ukraine and about 40,000 lei from the State Chancellery. He reports owning nine plots of land, a 110-square-meter apartment valued at around 2.74 million lei, and an 88-square-meter residential house received as a donation. Additionally, he declares the purchase of a car in 2023.
Eugen Osmochescu — Minister of Economic Development and Digitalization
Eugen Osmochescu retains his portfolio in the Tofan Government, having also served in the Alexandru Munteanu Cabinet. He is currently acting as Prime Minister. An expert with over 25 years of experience in economic policies, he has collaborated with the World Bank, EU institutions, OECD and CEFTA.
According to his 2025 asset declaration, Eugen Osmochescu reported income exceeding 14 million lei, mostly from his previous work at the World Bank Group, including his retirement pension and salary. He also owns a 191.6 m² house, three plots of land, and two cars.
Vladimir Bolea — Deputy Prime Minister and Minister of Infrastructure and Regional Development
Vladimir Bolea continues to serve as the Deputy Prime Minister and Minister of Infrastructure and Regional Development in the Tofan Government, having previously held a similar role in the Alexandru Munteanu Cabinet. He also served as the Minister of Agriculture in the Gavrilita Government and has been leading since November 2024.
In his wealth declaration for 2025, Bolea reported an annual salary of approximately 571,000 lei from his ministerial position, which amounts to about 47,500 lei per month. His wife reported an income of around 287,000 lei from the private sector. The minister declared ownership of a 0.2-hectare plot of land and a 194-square-meter residential house, valued at approximately 736,000 lei, as well as two cars.
Cristina Gherasimov — Deputy Prime Minister for European Integration
Cristina Gherasimov will continue to lead the Office for European Integration in the Tofan Government. She has held this position since February 2024, following the European Parliament's request to begin chapter-based accession negotiations with the Republic of Moldova. Gherasimov holds a PhD in Political Science from Rutgers University in the USA and has collaborated with various institutions, including ETH Zurich, Chatham House, and the German Council on Foreign Relations.
For 2025, she has declared an income of approximately 1.13 million lei. This includes a salary of 716,000 lei from her role as Deputy Prime Minister for European Integration—equivalent to nearly 60,000 lei per month—as well as 182,000 lei from rental income and around 229,000 lei from daily allowances. Her assets include three apartments measuring 25, 42, and 72 square meters, valued at 48,000, 111,000, and 314,000 lei, respectively, along with bank accounts totaling approximately 105,000 lei.
Mihai Popșoi — Minister of Foreign Affairs
Mihai Popșoi has been the Vice President of the Party of Action and Solidarity (PAS) since 2017 and currently serves as the Minister of Foreign Affairs, a position he has held since February 2024. He earned a Bachelor’s degree in Political Science from the State University of Moldova and has completed master’s degrees at the Central European University and the University of York in the UK. He also pursued a PhD at the University of Milan, focusing his thesis on the relationship between Europeanization and democratization in Georgia, Moldova, and Ukraine.
For the year 2025, his declared family income is approximately 1.31 million lei, primarily from his salary and that of his wife. The minister reports ownership of three plots of land totaling 42 ares, a commercial space of 236 square meters valued at 3.75 million lei, and a 65-square-meter apartment estimated at 1.9 million lei.
Dan Perciun — Minister of Education and Research
Dan Perciun continues to lead the Ministry of Education and Research, a position he has held since July 2023. He holds a bachelor's degree in Political Science, Psychology and Sociology from the University of Cambridge in the United Kingdom and a master's degree in Social Economics from the Babeș-Bolyai University in Cluj-Napoca.
Dan Perciun declares a salary of 510 thousand lei from his position as minister for 2025, equivalent to approximately 42.5 thousand lei per month. He owns ½ shares in two apartments, each with an area of 78 square meters, valued at 480 and 630 thousand lei.
Daniella Misail-Nichitin — Minister of Internal Affairs
Daniella Misail-Nichitin remains the Minister of Internal Affairs in the new Government. Born in 1976, she graduated from the Faculty of General Medicine and later studied law. Before coming to the Ministry of Internal Affairs, she worked for 20 years at the International Center "La Strada", including as president and director of women's programs.
Daniela Misail-Nichitin indicates in her 2025 wealth declaration that her family income exceeds 1.3 million lei, derived from salary and other sources. The minister owns three apartments with areas of 60, 83, and 96 square meters, valued at 337, 474, and 561 thousand lei, respectively.
Natalia Plugaru — Minister of Labor and Social Protection
Natalia Plugaru returns to the Labor and Social Protection portfolio, which she also held in the Munteanu Government. She has a master's degree in public management from the Academy of Public Administration and a doctorate in management from the Academy of Economic Studies in Bucharest. She worked at UNFPA Moldova, specializing in demographic resilience, gender equality and youth empowerment.
Last year, the official had income of approximately one million lei in 2025, including her salary from the ministry and almost 945 thousand lei from the UN Population Fund, the equivalent of approximately 79 thousand lei per month. The minister also declares an agricultural land, a 40 square meter garage, valued at 200 thousand lei, and four apartments: one of 53 square meters, estimated at 102 thousand euros, one of 61 square meters – at 100 thousand euros, one of 83 square meters – at 95 thousand euros and one of 105 square meters – at 150 thousand euros.
Gheorghe Hajder — Minister of the Environment
Gheorghe Hajder is continuing his tenure as the Minister of the Environment. Prior to this role, he served as a state secretary within the same ministry. He has also held positions as deputy mayor of Stăuceni commune and as director of the Regional Development Agency for Chișinău Municipality. Hajder holds bachelor's degrees in Tourism and Public Administration, as well as a master's degree in Public Administration Management.
For the year 2025, Gheorghe Hajder has declared a total income of approximately 1.14 million lei, which includes earnings from his salary, donations, rentals, and sales. He owns two apartments measuring 40 and 75 square meters, valued at 1.19 million lei and 2 million lei, respectively.
Dorin Junghietu — Minister of Energy
Dorin Junghietu, with over 16 years of international experience in the energy field, retains his portfolio at the Ministry of Energy. He studied at the University of Oil and Gas in Ploiești and attended executive programs at Oxford, Yale, and Harvard.
Dorin Junghietu declares for 2025 an income of approximately 480 thousand lei from the company Global Operations International for the period January–February and 486 thousand lei from the position of Minister of Energy. He indicates a 103-square-meter apartment, obtained by donation, valued at 716 thousand lei, as well as a donation of 50 thousand lei.
Anatolie Nosatîi — Minister of Defense
Anatolie Nosatîi remains Minister of Defense in the Tofan Government. He has been leading the ministry since 2021 and has over 30 years of experience in the military structures of the Republic of Moldova. Anatolie Nosatîi declares family income of over 3.4 million lei for 2025, mostly from the sale of an apartment, salary and pension. He owns a 102.9 m² apartment with his wife, a garage, and a car.
Last year, the minister paid 18,000 lei per month, a total of 216,000 lei, for social and medical rehabilitation services for people with disabilities
Alexei Buzu — Secretary General of the Government
Alexei Buzu continues to serve as the Secretary General of the Government and is part of the Tofan Cabinet. Previously, he held the position of Minister of Labor and Social Protection in the Recean Government and has collaborated with various international organizations, including UNDP, UN Women, GIZ, and USAID.
For the year 2025, Alexei Buzu reports an income of approximately 903,000 lei from salaries. This includes 619,000 lei from the Ministry of Labor and Social Protection, 36,800 lei from the State Chancellery, and an additional 143,800 lei earned by his wife from the “Educat” Association. He also indicates an additional income of around 104,000 lei from per diem payments received from the United Nations.
Furthermore, Buzu reports ownership of a building or construction that he acquired in 2020 through habitation rights, meaning he has the right to use the property, although it remains owned by another party. Additionally, he declares a car valued at 12,590 euros.
"The strength of a team lies in the unity with which all its members work toward a common goal. I would like to thank those who agreed to take on this responsibility at a critical moment for the Republic of Moldova," Vasile Tofan announced on his social media accounts while presenting the new Cabinet of Ministers.
The Prime Minister-designate stated that he will approach Parliament with "a team of skilled professionals who will instil an accelerated pace of work in all government institutions and drive progress forward."
He also expressed gratitude to the outgoing ministers—Ludmila Catlabuga, Andrian Gavriliță, Emil Ceban, and Cristian Jardan—for their efforts in moving the Republic of Moldova closer to its objective of joining the European Union.
The Prime Minister-designate is scheduled to go to Parliament on Tuesday, July 21, to present his team and the Government Program, and to request a vote of confidence. The meeting will begin at 11:00 AM.
