26 public institutions offer fully digital services

Currently, over 43% of institutions providing public services in the Republic of Moldova offer all their services in digital format. This amounts to 26 out of 60 entities, whose services can be accessed online through the EVO portal and application. Additionally, digitalization is also progressing at the level of local public administration. In 2025 alone, the use of online services resulted in savings of over 853 million lei.
The digitalization of public services aims to simplify interactions between citizens, entrepreneurs, and the state by reducing the time required to submit applications and obtain documents, according to the Electronic Government Agency (AGE).
The 26 institutions that offer 100% of their services online are:
- State Road Administration S.A.
- Electronic Government Agency
- Agricultural Intervention and Payments Agency
- Environmental Agency
- Geodesy, Cartography and Cadastre Agency
- National Archives Agency
- National Agency for Communications Regulation
- National Public Health Agency
- National Agency for Food Safety
- National Road Transport Agency
- Naval Agency of the Republic of Moldova
- Public Property Agency
- National Bureau of Statistics
- Chamber of Commerce and Industry of the Republic of Moldova
- National Center for Sustainable Energy
- Central Electoral Commission
- Audiovisual Council of the Republic of Moldova
- National Council for Health Assessment and Accreditation
- National Inspectorate for Technical Supervision
- State Social Inspectorate
- Public Institution Real Estate Cadastre
- National Institute of Metrology
- IP Public Audit Oversight Council
- Ministry of Economic Development and Digitalization
- Ministry of Infrastructure and Regional Development
- Ministry of Justice

Fourteen additional public institutions have surpassed the 50% threshold for online service availability, with some achieving digitalization levels exceeding 80%. The process of digital transformation is ongoing.
Digitalization is also being adopted at the local public administration level. Currently, city halls offer citizens six digital services designed to issue authorizations and certificates, which can be requested directly through the EVO portal.
According to estimates from the digital transformation monitoring, the use of digital public services generated savings of over 853 million lei in 2025 by reducing the time needed to access and provide these services.
Through the EVO portal and application, citizens can currently access information on 629 public services, 426 of which can be requested online, with or without an electronic signature. This represents 67.7% of all public services available in the Republic of Moldova.
According to the Digital Transformation Strategy of the Republic of Moldova for the period 2023–2030, the goal of the authorities is to ensure that, by 2030, all public services for citizens and businesses can be accessed digitally.
