Moldova aligns 112 Service with EU through Next Generation eCall

Parliament has adopted, in its second reading, amendments to the Law on the Organization and Operation of the National Single Emergency Call Service 112. These amendments establish the legal framework for integrating the European Next Generation eCall (NG eCall) system into the 112 Automated Information System.

The new technology will allow automatic or manual transmission of emergency calls in the event of serious road accidents, as well as the instant sending of the data necessary for the rapid localization of the incident and the coordination of the intervention of specialized teams.

According to the 112 Service, the legislative amendments introduce the legal mechanisms necessary to integrate the European system into the national infrastructure and to ensure its compatibility with the standards applied in the European Union.

"The integration of the eCall system into the 112 Service infrastructure will allow the automatic or manual initiation of an emergency call in the event of a serious road accident, as well as the automatic transmission of a minimum set of data necessary for the rapid localization of the incident and the coordination of the intervention of specialized emergency services. At the same time, the system allows voice communication between the people in the vehicle and the 112 Service operators", the institution said in a press release.

The eCall system can be activated automatically when the vehicle's safety sensors detect a serious accident or manually, by pressing the dedicated button in the vehicle. When the call is initiated, standardized information is transmitted to the 112 Service, including vehicle position data and other technical information useful for the intervention.

Representatives of the 112 Service emphasize that this information will allow for faster identification of the accident site and will facilitate the prompt transmission of data to specialized intervention services.

"This mechanism is particularly important in situations where people involved in an accident cannot manually call 112 or cannot communicate the exact location of the incident", the 112 Service states.

The new provisions establish that calls generated through the eCall system will be treated with the same priority as any other call made to the single emergency number 112. The authorities estimate that the integration of this data into the operational flows of the 112 Service will reduce the time needed to locate accidents and mobilize intervention teams.

According to the press release, eCall is a European technology designed to increase the efficiency of interventions in the event of serious road accidents. By automatically transmitting essential information to emergency services, the system contributes to more efficient management of critical situations and to strengthening the capacity of institutions responsible for protecting the population's life and health.

The legislative draft was developed by the Ministry of Internal Affairs, in collaboration with the National Single Emergency Call Service 112. The new provisions will enter into force on May 13, 2027, simultaneously with the amendments to the Electronic Communications Law. The exception is the obligation of manufacturers and importers of vehicles equipped with the eCall system to inform consumers about its existence and operation, a measure that will become mandatory in 2030.

The 112 service indicates that implementing the system will enhance the institution's ability to automatically receive and manage information transmitted during serious accidents, enabling quicker and more efficient interventions.
