Regulator probes inflated power bills after meter swaps in Moldova

Moldova’s energy regulator has launched an inquiry into power distribution practices after consumers reported receiving unusually high electricity bills following recent meter replacements.

The National Energy Regulatory Agency (ANRE) initiated the probe ex officio after public complaints surfaced regarding steep rate spikes post-replacement.

ANRE is examining how suppliers calculated and issued the disputed invoices. Officials are also reviewing whether technicians followed mandatory installation and documentation procedures during meter swaps.

Scope of the investigation

Regulators are determining whether the billing discrepancies represent isolated errors or a widespread pattern across the distribution network.

If auditors confirm systematic violations, ANRE stated it will impose legal sanctions on responsible operators.

Under current regulations, power bills must reflect actual consumption read monthly by system operator staff.

When replacing a meter, technicians must seal and energize the device in the presence of the consumer. Both parties must then sign a two-copy handover protocol.

Consumer rights and protection

ANRE urges customers who receive inaccurate invoices to contact their electricity supplier immediately to request a formal correction.

Utility providers are legally barred from disconnecting power supply while an invoice is under contestation.

If suppliers fail to resolve the dispute, consumers can escalate the issue directly to ANRE. Clarifications are available via the agency's hotline at 08001 0008.
