Moldovan prosecutor dismissed for misconduct
Prosecutor Andrei Dulgheru of the Chișinău Municipal Prosecutor's Office was dismissed from his position after the Superior Council of Prosecutors (CSP) rejected, during its September 11 meeting, the appeals filed against the disciplinary sanction previously imposed by the Disciplinary and Ethics Board.
On May 20, 2026, the Disciplinary and Ethics Board decided to sanction the prosecutor by dismissing him from office—a decision subsequently challenged before the Superior Council of Prosecutors (CSP) by both Dulgheru and the Inspectorate of Prosecutors.
According to the CSP, Andrei Dulgheru committed several professional infractions. These irregularities included delaying criminal investigations, passivity during proceedings, unjustifiably leaving criminal cases dormant, and the disappearance of two case files from his records.
An audit of 48 cases handled by the prosecutor revealed, among other issues, files in which no procedural action had been taken for a year, while in other instances, periods of inaction exceeded two years.
Furthermore, the prosecutor is accused of violating personal data protection regulations and presenting a document purportedly issued by his superior—a document the superior denied ever issuing—an act classified during the disciplinary proceedings as the falsification of public documents.
"The Disciplinary and Ethics Board determined that the gravity and cumulative nature of the established infractions were incompatible with the standards of integrity, responsibility, and professionalism inherent to the role of a prosecutor. After reviewing the appeals and procedural materials, the CSP upheld this conclusion and the sanction of dismissal from office," stated CSP member Andrei Cebotari.
