Justice minister unveils 2027–2031 plan for EU alignment

Moldova's Ministry of Justice is drafting a new 2027–2031 strategic program to ensure reform continuity and modernize the judiciary ahead of European Union accession, Minister Vladislav Cojuhari announced on Wednesday.

Speaking in Chisinau at the "Justice Reform and Combating Corruption" forum, Cojuhari outlined the vision for the next policy cycle. The upcoming roadmap succeeds the 2022–2025 judicial independence strategy, aligning domestic legislation with European standards.

Citizen-centred justice and digitalization

The new planning document will focus on systemic institutional resilience, moving beyond emergency screening measures to consolidate long-term judicial capacity. It prioritizes court administration, institutional integrity, human resource management, and digital infrastructure.

“The next stage will be oriented toward consolidating these efforts,” said Cojuhari. “The new policy document, the Justice Sector Development Program for 2027–2031, proposes a vision adapted to the new realities facing the Republic of Moldova. The new strategy is based on an integrated approach to quality, efficiency, integrity, human resources, and digitalization.”

The minister stressed that previous efforts concentrated on structural management and the professionalization of magistrates. In contrast, the upcoming cycle will establish a user-friendly judicial framework tailored to citizens' needs.

“We want this systemic approach to define the necessary tools to address the challenges facing the justice system today,” Cojuhari noted. “This document is essential for shifting from ad-hoc reforms to lasting transformations, delivering tangible and irreversible results for society.”

The drafting process is being conducted in close coordination with magistrates, prosecutors, and international partners as Chisinau advances accession negotiations under Cluster 1 (Fundamentals).
