Government's two-year plan for industrial sector development

National industry prepared for European standards. On Wednesday, September 30, the Government approved the 2027–2028 Action Plan for industrial development—a program aimed at boosting productivity, supporting innovation, facilitating business access to finance, and bringing businesses closer to the European Single Market.
The plan for the next two years includes measures focused on developing industrial infrastructure, expanding financing instruments, and attracting investment.
The document also outlines support for innovative enterprises and professional skills development through dual education, while targeting energy efficiency, the circular economy, and inter-industrial cooperation.
Key highlights include establishing the Business Infrastructure and Competitiveness Development Fund as an integrated support mechanism.
Authorities are also expanding state aid schemes by introducing an instrument dedicated to research, development, and innovation (RDI), as well as a "Fund of Funds" mechanism aimed at financing innovative industrial companies.
In parallel, the instruments managed by the Organization for Entrepreneurship Development (ODA) will also be expanded.
These new measures come against the backdrop of positive developments in the Republic of Moldova's industrial sector. In the first six months of 2026, industrial output rose by 7.9% compared to the same period last year.
This growth was driven primarily by the manufacturing industry, which recorded a 7% increase, and the energy sector, where growth reached 14.2%.
