Unpaid fines will be included in the certificate of budget liabilities starting October 1

The State Tax Service will record unpaid administrative fines in its information system and reflect them in the certificate confirming whether outstanding budget liabilities exist. This provision entered into force on October 1, 2026.
What changes for citizens
Until now, amounts resulting from unpaid administrative fines did not appear in the official certificate regarding budget arrears. Starting today, the situation changes directly within the system:
Previous situation: A person with multiple unpaid fines—totaling 1,500 lei, for example—would receive a certificate that did not reflect this amount.
From today, the situation will be different. That same 1,500 lei amount from unpaid fines will automatically appear in the certificate confirming the absence or presence of budget arrears.
"We recommend that citizens periodically check the status of their obligations and pay any outstanding fines to avoid accumulating debt," stated Minister of Finance Victoria Belous.
Citizens can use the government app EVO to check for unpaid fines or other financial obligations.
