EU plans gradual market integration for high-performing Moldova

Moldova could secure phased integration into the European Union before formal membership, provided the candidate nation continues delivering structural reforms and maintains strict strategic alignment, European Commissioner for Enlargement Marta Kos announced.
Speaking on Moldova 1’s public affairs program “În context,” Kos stated that the European Commission will present this revised accession mechanism in late October alongside its annual enlargement package.
Strategic alignment drives early access
The forthcoming framework enables candidate countries demonstrating decisive governance progress to participate in selected European initiatives before full ratification takes place.
“At the end of October, as part of the enlargement package, we will introduce not only the roadmaps, but also the possibility for gradual integration,” Kos said, noting that early sectoral inclusion must simultaneously align with broader European strategic interests.
Moldovan authorities and European officials will jointly identify the economic and security sectors best suited for intermediate participation, creating direct operational links between Chisinau and the 27-nation bloc.
Chisinau targets security, technology, and market access
Deputy Prime Minister for European Integration Cristina Gherasimov confirmed that government officials will launch consultations across civil society, the private sector, and the diaspora over the next fortnight to establish national priorities for phased inclusion.
“Areas and sectors such as defence, artificial intelligence, and security are fields where we aim to deepen our cooperation with the European Union, alongside expanded access to the European single market,” Gherasimov said.
The European Commission scheduled the delivery of Moldova’s official accession roadmap for October 28, presented alongside roadmaps for Ukraine, Montenegro, and Albania.
The policy shift follows substantial negotiating milestones achieved earlier this year. Chisinau formally launched talks on Cluster 1 (Fundamentals) during an intergovernmental conference in Luxembourg on June 15, subsequently opening Cluster 6 (External Relations) in Brussels on July 14, with technical screening progressing across all remaining chapters.
Precedents in single market integration
Moldova has already secured preliminary integration in critical public infrastructure networks. The country formally joined the Single Euro Payments Area (SEPA) operational framework on October 6, 2025, lowering cross-border transaction fees and generating projected annual domestic savings exceeding €16.0 million (approx. 320.96 million MDL, based on the official National Bank of Moldova reference rate).
Additionally, Moldovan citizens gained reciprocal domestic rates across European mobile networks on January 1, 2026, under the European Union’s “Roam like at home” rules, with expanded cultural and youth initiatives scheduled for early rollout next year.
