Energy compensation registration: How to apply

Starting today, November 2, citizens can apply for energy compensation for the 2026–2027 cold season. Applications can be submitted online via the compensatii.gov.md platform or with assistance from social workers and specialists at public service centers.
Financial support will be provided for five months, from November to March, and the authorities will present the rules and criteria for granting compensation this winter.
To apply for the assistance, citizens must access the government platform "Ajutor la contor" (Help with the Meter), log in or create an account, and complete the application with information regarding household members and their respective incomes. People without internet access or who have difficulty filling out the form may contact their local social worker or a specialist at the town hall.
Those who received compensation last winter must also submit a new application for the current season. Assistance is not granted automatically simply because a family was registered last year.
The amount of compensation will be determined on an individual basis, depending on each household's specific situation. Calculations take into account family income, the number of household members, the heating source, and estimated energy expenses. The authorities verify the declared information through the "Energy Vulnerability" information system, which is linked to various state institution databases.
For this season, the Ministry of Labor and Social Protection is preparing adjustments to the compensation mechanism to ensure that support reaches the families most in need. Minister Natalia Plugaru previously stated that additional criteria for verifying the financial situation of applicants are being analyzed. The final terms—including the minimum and maximum aid amounts—will be announced by the authorities. The government intends to provide support to more households this winter than in the previous season. Prime Minister Vasile Tofan stated that the exact number of beneficiaries will be determined once the registration process begins and applications are reviewed.
The 2026 budget allocates 550 million lei to cover compensation for November, which will be paid out in December. The authorities are discussing with external partners to identify additional funding sources for the program throughout the cold season.
During the previous season, approximately 620,000 households—home to about 1.2 million people—received energy compensation. The assistance ranged from 500 to 1,000 lei per month, depending on the level of energy vulnerability. The government allocated approximately 2.4 billion lei for these compensation payments.
The "Ajutor la contor" program is being implemented for the fifth consecutive cold season. According to the authorities, over 11 billion lei has been allocated in recent years for various mechanisms designed to offset energy costs.
