PAS is supporting Victoria Belous from the Ministry of Finance to Chisinau City Hall

Finance Minister Victoria Belous could run as the Party of Action and Solidarity (PAS) candidate for mayor of Chișinău in the 2027 local elections. On November 2, the party’s municipal organisation unanimously backed her intention to enter the electoral race.
According to PAS, experience managing public finances and drafting national budgets is the main reason to support Victoria Belous. The party believes her background in public administration would give her an advantage in addressing the capital's challenges.
"Victoria Belous has built a solid career from the ground up within the tax system; having progressed through every level of the institution, she possesses a practical, detailed understanding of budgetary challenges, the business environment, and fiscal mechanisms," the party stated.
An administration led by Victoria Belous would focus on how the capital's financial resources are allocated and utilized, the party said.
"Her extensive experience in developing national budgets lends her the credibility needed to bring order to the municipal budget and ensure the responsible expenditure of public funds," PAS asserts.
Victoria Belous, 42, is a legal professional who began her career in 2007 as a tax inspector. After 17 years in the field, she rose to Deputy Director of the State Tax Service. She served as Minister of Finance from August 2024 to October 2025, subsequently becoming a PAS Member of Parliament and a member of the Parliamentary Committee on Economy, Budget, and Finance. As of July 2026, she has returned as Minister of Finance. Among the measures promoted during his first term is the "Budget +Plus" budgetary revision from April 2025, which allocated approximately eight billion lei in additional funds with the support of the European Union. These resources were directed to areas including energy subsidies, road rehabilitation, and funding for public institutions.
PAS had previously nominated Alexandru Vornicu, the mayor of Stăuceni, for the position of Mayor of Chișinău; however, he withdrew his candidacy in October 2026, citing family reasons. Subsequently, the party’s leadership said it was considering several options, naming Victoria Belous and Minister of the Environment Gheorghe Hajder. PAS leader Igor Grosu stated at the end of October that the party intended to announce its candidate by the end of the year.
The Republic of Moldova's general local elections are scheduled for 2027.
