ANOFM reform: Unemployed registration procedure will be simplified
The procedure for registering the unemployed with the National Agency for Employment will be simplified. The announcement was made by representatives of the Ministry of Labour and Social Protection, who presented the main provisions of a legislative package called the ANOFM reform. At the same time, several actions will be taken to make the Agency's services as accessible as possible.
The authorities aim to simplify the procedures for registering the unemployed. This will allow people who are unemployed to register online with the National Agency for Employment, said Felicia Bechtoldt, secretary of state at the Ministry of Labour and Social Protection.
"Our first objective is for ANOFM to increase the number of beneficiaries and to better target services and active measures to the unemployed and jobseekers. Another objective is for ANOFM to provide more relevant and inclusive active employment services and measures for beneficiaries. Objective number three for ANOFM is to provide quality services to employers and objective number four is institutional performance. This means that ANOFM needs to grow significantly by allocating sufficient financial, human and technological means to manage active measures programmes and applying a more effective performance management model", said Felicia Bechtoldt.
According to the organisers, the aim of the event was to discuss the necessary policies and mechanisms to make the agency's services more efficient between 2023 and 2026. The ANOFM reform should address the challenges and imbalances between supply and demand on the labour market in Moldova, as well as strengthen and ensure the institution's reputation, said Expert-Grup director Adrian Lupușor.
"On the one hand, we have the employers, who are increasingly saying loudly that they need manpower. On the other hand, people can't find decent jobs. These imbalances can certainly be addressed through a systemic reform of ANOFM, which must play an active role, providing first of all relevant services for the unemployed, but also relevant services for employers," said Adrian Lupușor.
According to data from the National Bureau of Statistics, at the end of last year, there were more than 22 thousand unemployed people in Moldova.
