The European Council could decide to open accession negotiations with Ukraine and the Republic of Moldova, according to an initial document of the institution, consulted by Reuters. The subject is to be discussed today at the meeting of the representatives of the 27 member states of the European Union, gathered in Brussels, in order to prepare for the European Council Summit on December 14-15.
The meeting in Brussels will also discuss the proposed agreement for the Summit, where it is expected to approve 50 billion euros of financial support for Ukraine until 2027. Diplomats and other EU officials said that the first version of the agreement will definitely undergo changes, says Reuters, quoted by Agerpres. At the same time, the prospects for the accession to the European Union of the Republic of Moldova, Ukraine, Georgia and Bosnia-Herzegovina will be discussed. According to sources, an EU official said it was "very, very difficult" to reach a consensus on starting negotiations with Ukraine, referring to Hungary, which has threatened to block Ukraine's admission, while other countries have different conditions.
The situation is further complicated by the demand of some member states that in exchange for their support for Ukraine at the summit, progress should be made on the accession prospects of Georgia and Bosnia-Herzegovina, other sources told Reuters in Brussels.
According to the same text, Georgia will receive EU candidate status "based on the understanding" that the government in Tbilisi implements some conditions, and Bosnia-Herzegovina is "ready to start EU accession negotiations (...) after the necessary degree of fulfillment of the criteria to become a member".
We remind you that the European Parliament on October 5 and the European Commission on November 8 recommended to the EU Council to launch the accession negotiations of the Republic of Moldova and Ukraine to the community space.
