Moldova streamlines child benefit access through automation
The National Social Security House of Moldova has announced a significant simplification of child benefit procedures, effective January 1, 2024.
This initiative streamlines access to crucial financial support for families with newborns and children with disabilities, eliminating the need for cumbersome application processes.
Under the new system, qualifying families will automatically receive benefits based on data readily available within state information systems. This proactive approach, dubbed "Benefits without Barriers," promises greater speed, convenience, and transparency in benefit distribution.
"The National House leverages data from the Public Services Agency to establish, issue, and disburse these benefits, removing unnecessary administrative burdens for families," explains Elena Țîbîrnă, Director General of the Social Security House.
The digitization effort extends beyond child benefits, with Minister of Labor and Social Protection Alexei Buzu emphasising plans to improve accessibility across the entire social services spectrum. "Our goal is to empower families by delivering crucial assistance efficiently and effortlessly," he states.
Mircea Eșanu, Director of the Public Services Agency, acknowledges the complexity of transitioning from paper-based to digital systems but reiterates its necessity. "This digital shift prioritises both citizen convenience and administrative efficiency, promoting transparency and potentially curbing fraud," he highlights.
The impact of this reform is substantial, projected to reach 33,000 mothers receiving single birth allowances and over 114,000 children benefiting from monthly childcare allowances (until age 2 or 3). Additionally, 2,300 children with disabilities will gain easier access to pertinent benefits.
Another noteworthy change comes in the calculation and allocation of childcare allowances. As of January 1st, benefits are awarded to one insured parent and determined based on their income, potentially resulting in higher payouts.
This automation initiative marks a significant step forward in Moldova's efforts to bolster social safety nets and streamline administrative processes. The government's commitment to improved accessibility and enhanced transparency promises greater efficiency and direct impact on the lives of vulnerable families.
