EU foreign ministers will hold separate talks later in the day with their Israeli and Palestinian counterparts on the prospects for lasting peace after Prime Minister Benjamin Netanyahu rejected calls for a future Palestinian state.

The 27 EU ministers will first meet Israel's foreign minister, Israel Katz, before meeting separately with the Palestinian Authority's top diplomat, Riyad al-Maliki. But Maliki and Katz are not expected to meet face-to-face. Last Thursday, the European Parliament passed a resolution calling for a permanent ceasefire in Gaza - provided that Hamas is disbanded and all hostages released.

In addition, the head of the European Union's foreign policy, Josep Borrell, will present today a ten-point European peace plan between Israel and the Palestinians. However, the discussions are overshadowed by Josep Borrell's explosive statements made before the Israeli Foreign Minister arrived in Brussels today. Borrell on Friday openly accused Israel of creating and funding the Palestinian militant group Hamas.

"Hamas was funded by the Israeli government in an attempt to weaken the Palestinian Authority," Borrell said.

Claims that Netanyahu's government allowed funding for Hamas, including allowing Qatari funding of the Gaza Strip, have been made before by the Israeli opposition as well as analysts and media outlets, including the very liberal New York Times, but the fact that they are now being made by the head of European diplomacy, even if he is known to have a loose mouth, does not seem to help in any way to convince Israel that the Europeans can be a completely neutral arbiter in this eternal conflict.
