A new penitentiary, in Chisinau, could be put into operation by the end of 2028
A new penitentiary, in Chisinau, could become functional by the end of 2028, said the Minister of Justice, Veronica Mihailov-Moraru, on the "360 de grade" show. According to the official, the current year is intended for design works, and starting from 2025, the headquarters will be built over three years. The minister also stated that the institution has been redesigned and will have a smaller number of places than originally planned, which also led to a reduction in costs.
"We will save 13 million euros and we will create a photovoltaic park that will ensure energy efficiency. Together with the Ministry of Finance we are putting the final touches to make an amendment to the Agreement with the EBRD so that next month the United Nations Office for Project Services (UNOPS) will start the procurement procedures. It will be on the Uzinelor 251 stadium, it is a land assigned specifically for this purpose".
The building will have a capacity of 1,050 seats, compared to the current 1,536, and the total value of the project is estimated at 75.9 million euros, of which 50 million euros are borrowed from the Council of Europe Development Bank. With the construction of this penitentiary, the authorities hope to resolve the main cause of conviction of the Republic of Moldova at the ECtHR, namely the inhuman conditions of detention.
