According to the information note of the document, the need to suspend the Treaty on Conventional Armed Forces in Europe resides for two reasons. More precisely, in 2023, the Russian Federation officially withdrew from the Treaty, without honoring its commitment to withdraw its troops from the Republic of Moldova and Georgia. Another reason for suspending the Treaty is the military aggression of the Russian Federation on Ukraine, a country that is also a member of the Treaty. Under these conditions, the Ministry of Defense considers it unnecessary to continue the implementation of the Treaty.

The Treaty on Conventional Armed Forces in Europe entered into force in 1992 and imposes restrictions on military equipment in Europe and the presence of armed forces in certain regions or on borders between states. In 1999, 30 states signed the Agreement on the Adaptation of the Treaty, which focused on Russia's commitment to withdraw its troops from our country and from Georgia. Because this did not happen, the Republic of Moldova refused to start the process of ratifying the Agreement.
