UN draft resolution: Any peace must keep Ukraine safe

The need for peace to ensure Ukraine's "sovereignty, independence, unity and territorial integrity" is to be addressed by the UN General Assembly, which convenes on 22 February to mark one year since the start of the Russian invasion of Ukraine. This is a draft resolution drawn up by Ukraine's supporters, which reiterates the General Assembly's previous demand that Russia "immediately, completely and unconditionally withdraw all military forces" from Ukraine's internationally recognised borders, reports News.ro.

The draft resolution from Ukraine's supporters, obtained by the Associated Press, is broader and less detailed than Volodymyr Zelensky's 10-point peace plan, which he unveiled in November. General Assembly spokeswoman Paulina Kubiak told the Assembly that a reactivated emergency session of the Assembly on Ukraine will begin on 22 February. A vote is expected the following day.

The UN General Assembly has become the most important UN body dealing with Ukraine since its security council, charged with maintaining international peace and security, is paralysed by Russia's veto power.

The Ukrainian-backed draft resolution was distributed Thursday evening to all UN member countries except Russia and its ally Belarus, and negotiations on the text began Friday afternoon, according to diplomats.

It underlines the need to reach "a comprehensive, just and lasting peace" in Ukraine "as soon as possible", in line with the principles of the UN Charter.

The UN charter stipulates that all UN member nations "shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state" and must settle disputes peacefully.

It also reaffirms that no territory acquired by the threat or use of force will be considered legal.

The proposed resolution calls on all countries "to work together in a spirit of solidarity to address the global impact of war on food security, energy, finance, the environment and nuclear safety and security".
