Bălți homeless center upgraded with EU support

The “Reîntoarcere” Temporary Accommodation Center in Bălți, which supports homeless individuals, is entering a new phase of modernization. With the assistance of the European Union (EU), the center is undergoing renovations to enhance its energy efficiency, safety, and comfort. The project aims to not only reduce energy consumption but also to improve living conditions for individuals in the most vulnerable situations.

The center is housed in a building that was constructed 90 years ago. Although the building has been rehabilitated, its condition still leaves much to be desired, particularly as the walls are covered in mold.

“I believe things will only improve. There will be no more mold. Right now, we have to keep the windows open all the time, even though it’s cold outside. So, yes, I think that’s a good idea.”

A project funded by European grants is underway to enhance living conditions.

“At the beginning of the project, an energy audit was conducted to identify energy efficiency and savings measures. The audit revealed that the roof needs repairs, the attic requires work, the exterior walls need insulation, and the windows and exterior doors must be replaced,” explained Piotr Komarov, the development director at the Alliance for Energy Efficiency and Renewables.

This project is financed by the European Union and implemented by the Soros Foundation, with support from Keystone Moldova. As a result of these investments, heating bills are expected to be halved.

“The project aims to implement specific energy efficiency measures in the building of the 'Reîntoarcere' Center to reduce energy consumption and create more favorable conditions for the project beneficiaries,” stated Tatiana Krotik, project manager.

The total budget for the project is nearly 90,000 euros, with the Balti City Hall contributing an additional 120,000 euros, or approximately 6,000 euros.
