Moldovan Army mobilized as Chisinau leadership demands unified emergency response

Mayor Ion Ceban has formally requested the central government to convene the National Emergency Committee, citing hazardous weather conditions and "black ice" paralyzing the capital and the country.

In response, Prime Minister Alexandru Munteanu activated the National Crisis Management Center (NCMC) on Tuesday morning. The government has ordered the National Army to deploy personnel and heavy equipment to support de-icing operations on critical road segments.

Institutional deadlock and local mobilization

The request came during the Chisinau Municipal Council (CMC) session on January 27. Mayor Ceban emphasized that current government recommendations—such as delaying the workday to 09:00—are "insufficient" to ensure public safety.

"We need a nationwide mobilization to allow citizens to remain at home safely," Ceban stated. He warned that persistent freeze-thaw cycles continue to threaten vulnerable groups and critical social infrastructure, including medical and educational centers.

Political friction halts Council proceedings

The CMC session was adjourned until Thursday, January 29, due to a lack of quorum following the absence of PAS councilors. Only 23 members were present, preventing official votes on emergency budget allocations.

DA Platform councilor Chiril Moțpan urged colleagues to bypass political optics, calling for direct involvement in gritting efforts. Meanwhile, the National Alternative Movement (MAN) requested the break to allow officials to coordinate volunteer teams and private sector resources on the ground.

National safety guidelines issued

The National Crisis Management Center has issued a high-alert advisory for all citizens. Authorities recommend avoiding non-essential travel and ensuring all vehicles are strictly equipped for severe winter conditions.

The Ministry of Defense confirmed that military units are now on standby to assist local authorities in reaching isolated areas. According to the State Hydrometeorological Service, these treacherous conditions are expected to persist for the next 48 hours.
