Teleradio-Moldova to upgrade production suite via JICA partnership

The Parliament of the Republic of Moldova ratified a strategic agreement with the Government of Japan on February 19, securing a non-reimbursable grant of approximately €1.07 million (approx. 21 million MDL) for the modernization of Teleradio-Moldova (TRM).
The project, which received support from 82 deputies, aims to overhaul the national broadcaster’s production capabilities. The funding, totaling 192 million JPY, will be channeled through the Japan International Cooperation Agency (JICA).
Strategic allocation and transparency
According to Adrian Băluțel, Vice-Chairman of the Foreign Policy Commission, the grant includes strict fiscal safeguards. Consulting services are capped at 5%, ensuring that the vast majority of the EUR 1.07 million is dedicated to high-end broadcasting equipment.
Addressing previous legislative inquiries, Băluțel confirmed that all procurement processes under this program will be conducted under the direct supervision and approval of JICA, ensuring international standards of transparency.
Fostering national cohesion
The Ministry of Culture emphasized that this technological upgrade is essential for the national broadcaster to deliver high-quality content and diverse information.
By expanding educational opportunities and modernizing production, the initiative seeks to strengthen social cohesion and provide a more robust platform for public discourse. The initial cooperation agreement for this project was signed on December 4, 2025.
