New EU entry requirements for goods at the Moldova-Romania Border

The Romanian Customs Authority is launching Phase 6 of the New Computerized Transit System (NCTS), which will introduce changes to the process of goods entering the European Union through the Moldovan-Romanian border starting May 25.
The Customs Service of the Republic of Moldova informs economic operators that the Entry Summary Declaration (ENS) must be submitted through the central electronic data collection system, ICS2.
According to the institution's press release, submitting summary declarations in the ICS2 system is mandatory, regardless of whether the goods are entering the European Union with or without a transit declaration or a TIR carnet issued in the Republic of Moldova.
If there is no transit declaration or TIR carnet, operators are also required to transmit the notification of goods presentation in the TSD-PN system and submit the transit declaration in the NCTS-RO system.
To access the ICS2 system, economic operators must obtain an EORI code and an electronic signature. They are also required to create or update accounts in the Romanian customs information systems and configure the necessary profiles and accesses.

The NCTS system is a European digital platform designed to modernize and simplify the process of moving goods under customs transit. Through NCTS, transit declarations are transmitted electronically, and data is exchanged in real time between the customs office of departure, transit, and destination, thereby eliminating paper documents, reducing wait times, and minimizing bureaucratic delays.
The Customs Service of the Republic of Moldova transitioned to the NCTS in September 2025, and in November, it fully joined the single European customs network by implementing the New Computerized Transit System.
