Outgoing Moldovan ministers cite political hostility amid cabinet shakeup

Prime Minister-designate Vasile Tofan announced a partial cabinet reshuffle on July 17, altering the composition of the incoming executive team ahead of a parliamentary confirmation vote. The changes impact the ministries of finance, agriculture, culture, and health, while the remaining members of the Munteanu administration will retain their portfolios.
The transition has sparked mixed reactions from outgoing officials. Some officials stated they were honored to serve the country, while others cited the misfortune of steering unpopular reforms through a hostile political environment.
Reflections on agricultural policy
Outgoing Minister of Agriculture and Food Industry Ludmila Catlabuga, who will be replaced by Radu Musteață, described her tenure as an intense period filled with difficult decisions and valuable lessons. Catlabuga assumed the role in November 2024 under former Prime Minister Dorin Recean before continuing her mandate within the administration led by Alexandru Munteanu.
Catlabuga acknowledged that several of her decisions faced strong opposition from agricultural stakeholders but maintained that they were executed in good faith to secure the sector's future. She emphasized that the agricultural industry requires policy continuity, courageous decision-making, and an ongoing, honest dialogue between authorities and farmers.
Political friction and institutional reforms
Outgoing Minister of Finance Andrian Gavriliță offered a more critical assessment of his mandate, which began in October 2025. Gavriliță admitted to personal errors but highlighted the significant political friction that complicated his tenure.
The ministerial role extends far beyond economic theory, figures, and rational negotiations with the International Monetary Fund (IMF), Gavriliță stated. He noted that he faced the distinct misfortune of managing highly complex structural reforms during an exceptionally turbulent period for the ruling government. Despite his departure, Gavriliță pledged to honor his oath to the country and continue contributing to Moldova's development in future roles.
Culture ministry transition
Outgoing Minister of Culture Cristian Jardan, who also took office in October 2025, expressed gratitude for his time in the cabinet, describing the position as an honor and a privilege. Jardan extended his public support to his designated successor, Dan Suruceanu, stating that his team had extended their maximum effort during their time in office.
Prime Minister-designate Vasile Tofan is scheduled to present the new government team and its strategic platform to the Moldovan Parliament on Tuesday, July 21, to request a formal vote of confidence.
